Event Processing service upgrade. from 2022-10-11 08:00 UTC to 2022-10-11 09:00 UTC

This new release will use a newer .Net version and also resolve some vulnerabilities. Expected downtime is about 5 to 10 minutes maximum. During this period, new events will be shown in events logs with a delay and also notifications will be delayed. There is no impact on managing or authorizing access and no events will be lost.
