CCC 3103 died and other CCC instances are affected

CCC 3103 service stopped and after a restart, other CCCs got stuck and the command queue started filling up.

The following action for some IQs could have problems: 

Remote opening, IQ activation, HW attaching&detaching, access sync
For those IQs linked to the impacted CCC.

Below actions will not be affected:
Tag, DK, and Pin openings that reply on the local access within IQ
